India is the second largest producer of rice in the world. India, a country which was finding it difficult to improve the food grain supplies even to the level of minimum requirement, could succeed in achieving a record growth in production at a rate higher than the population growth. It has successfully prevented the occurrence of famine in the country despite domestic production sharply declining in years of drought but also succeeded in increasing both economic as well as physical access to food (Tyagi, 1990).
